Montenegro is a glorious coast, but it is built for clear water rather than for toddlers, and that is the honest starting point. Most of the beaches are pebble, gravel or rock, the very thing that keeps the sea so clear, so a family day here rewards a little planning. Pack water shoes for every beach, bring a mat for comfort and a sun cover for the limited shade, and you will find the swimming gentle and the water some of the cleanest in Europe.

Becici
A rare long sweep of genuine soft sand right next to Budva, Blue Flag and sheltered into an almost flat, lake like bay. The shallow, calm water is the friendliest swim on the riviera and a small paradise for paddling and a first stand up board, with a full resort strip of sunbeds, cafes and ice cream behind the sand. Walk toward the Rafailovici end for a quieter patch and the rocks to snorkel with older children.
Slovenska Plaza
The long main beach of Budva, soft underfoot and calm, with every facility a family needs on the sand and the town a short stroll away. It is wall to wall in peak July and August, so the space and the cleanest water are at dawn and at the Becici end of the strip. Easy, flat and well served, it is the convenient choice when you want nothing more than sand, shade and a snack within reach.
Lucice
A small, sheltered horseshoe near Petrovac with slow, shallow water, soft footing and pines for real shade just behind the beach, which is rare and precious on this coast. The middle of the cove is the shallowest and calmest spot for little ones. It is tiny and packs out at the height of summer with the campsite above, so come early or late, or visit in June or September for room to breathe.
Petrovac
A gentle, low key town beach of warm rust coloured sand and clear, calm water, easier going than busy Budva and friendly for families. The bay is small and fills in August, so the space is at the ends, and the simple move for more room is the short walk over to Lucice. The seafront promenade, the cafes and the little Kastio fortress to explore make for an easy all day base.
Drobni Pijesak
The special outing on this list, a secluded cove of soft golden sand between Sveti Stefan and Petrovac with the clearest, calmest water around. The reward is a genuine sandy rarity and a quiet swim, but the price is a steep path down and tight parking, so it suits families with surer footed children, and arriving early or by boat. Bring water and shade, as there is little service once you are down.
The honest read for families
Set your expectations around pebble and the season, and Montenegro is a lovely family coast. The water is clean, clear and usually calm in the sheltered Budva bays, but it is pebble or rock on most beaches, so water shoes turn a wince into a wade. Shade is limited too, so a sun cover or an umbrella earns its place in the boot. The warm, swimmable season runs from roughly June to September, warmest in late summer.
Read the wind as much as the map. The sheltered bays like Becici, Lucice and Petrovac stay flat and gentle, while the open beaches such as Jaz catch an afternoon breeze that puts a chop on the water and stirs the gravel. The calmest swims for small children come in the morning before that breeze builds, so plan the gentle water early and save the afternoons for ice cream and shade.
Match the beach to the age and the day. For toddlers and first swimmers, the flat sand at Becici and the sheltered horseshoe at Lucice give you the gentlest water with the least fuss.
