Slovenska Plaza is the engine room of Budva. Right in front of the town and running about 1.6 kilometres east toward Becici, it is that rare thing on this coast, a long beach of real sand, and the whole of it is wired for a resort day. Sunbeds, bars, watersports, showers, a promenade at your back, the lot. The bay is sheltered and the water sits calm and clear on a still morning, which makes it an easy swim and a friendly paddle.
Read it for what it is and you will have a good day. The flat morning sea is the window for a stand up paddle along the front before the breeze and the boat traffic build, and the gravel ends reward a snorkel. What this beach does not give you is a wave. If you came to Montenegro to read swell and chase wind, the open beaches west of town are your move, Jaz for an exposed bay and the long wild sweep at Buljarica south of Petrovac when a southerly is running.
The honest part is the density. In July and August this is the main beach of a town that does not sleep, and the loungers run wall to wall under the hotels. It rarely feels unpleasant, just loud and full. The fix is the oldest one in the book, get there early. At dawn the bay is flat, the water is clear and the sand is yours, and the Becici end always holds a little more room than the central strip.

Slovenska Plaza runs along the seafront just east of Budva Old Town, a few minutes walk along the promenade from the citadel. Parking behind the beach is tight in summer, so the walk or a short taxi is usually the easier approach. Conditions are typical and never guaranteed.
For the calmest, clearest water and a paddle along the front, get on the sand early, and walk toward the Becici end if the central strip is full. The flat morning sea is the moment to take a board out before the day warms and the bay fills with boats and swimmers.
