Widely called the shore diving capital of the world, Bonaire rings its calm leeward coast with dozens of marked sites you simply walk into from the sand, each named by a painted yellow stone on the road. It ranks first for the freedom to dive your own reef on your own schedule, with a marine park that has protected the coral for decades. The water is clear and gentle, the fish life dense, and a pickup truck and tanks are all you need. It is the closest diving gets to total freedom from a beach.

Sharm el Sheikh and Ras Mohammed

The southern tip of Sinai packs some of the planet's finest reef into easy reach, where house reefs run off the hotel beaches and the protected walls of Ras Mohammed fall into deep blue. Koh Tao

The little island of Koh Tao certifies more new divers than almost anywhere on earth, thanks to calm, shallow bays, warm water and famously low prices. It ranks here as the best place in the world to learn, with sheltered sites like Japanese Gardens reached in minutes and whale sharks a seasonal bonus. Roatan

Part of the Mesoamerican reef in the Caribbean, Roatan brings a healthy fringing reef within a short fin of the shore, and many island resorts run house reefs straight off their docks. It ranks here for easy access to walls and coral gardens packed with fish, often without a long boat ride. The best diving beaches share one thing, a living reef you can reach without depending on a boat. Bonaire, the Red Sea shores and Bali's Tulamben let you walk in or swim a short way to world class water, which is what earns them the top of this list. A famous dive name that requires a long boat ride every day is a fine dive trip, but it is not really a diving beach, and we have judged it on that.

Be honest about safety and conditions too. Scuba diving carries genuine risk, so dive within your certification, with a reputable local operator, and never push depth or current beyond your training. Marine life and visibility shift with the season and the day, so treat every sighting as a hope rather than a promise, and check the local forecast and the operator before you commit to a site.
