Pulebardha
A small clear cove with fine snorkeling just north of Ksamil, busy by midday but cheap and lovely first thing. It is the quieter, kinder value alternative to its famous neighbour, so arrive early, snorkel the rocks and leave before the crowd rolls in.
Himare
The best budget base on the coast, a friendly town with the free Spile and Potami bay beaches, cheap seafood and boats out to the wild coves. Stay here to keep the whole trip low cost, with easy swims in town and day trips to the beaches that need a boat.
The honest read on doing it cheaply
The beach famous for the wrong reasons on a budget is Ksamil. The little islets and turquoise water are genuinely pretty, but every inch is packed with paid sunbeds at the highest prices on the coast, the crowds are the heaviest in Albania, and the value simply is not there in high season. Go at first light before the loungers claim the sand, swim out to the islets for free, or skip it entirely for Krorez and Pulebardha nearby.
The smart cheap move here is to choose space and wildness over fame. The long free beaches like Borsh and the wild coves like Gjipe and Krorez stay low cost because there is room and effort involved, while the honeypots charge in sunbeds, crowds and patience. Bring water, shade and cash, since card payment is patchy in the smaller places, and travel the coast road by furgon minibus to keep transport cheap.
