Mulini Beach Bar is the venue that gives Istria its one entry in the smart beach club conversation, and it earns the billing in an unusual way. There is no gate, no entry fee and no private sand, because the bar stands on Mulini, a public town beach on Rovinj’s southern promenade that was landscaped into its current terraced form in 2014. What the bar sells is the furniture and the service: rows of padded loungers on the pebble, sofas at the water’s edge, and staff who bring the drinks to you from nine in the morning to seven in the evening.

The economics here are worth saying plainly. Mulini is civic ground: the tourist board lists it as a public beach with free showers, changing cabins and benches, and the water in front of the loungers belongs to everyone. The bar’s proposition is that the day is nicer on a padded bed with a waiter, and at the front row that convenience has been reported at 130 euros for a pair in high season. That figure buys furniture and service, not access, which is why the same guest who paid it praised the staff who worked her row and still questioned the bill. Whether it is worth it depends entirely on how much of your day you spend in the bed.

What the bar does well is the part you cannot carry in yourself. The cocktail list is long and the reviews for it are warm, the espresso is proper, and the setting is the best of any bar on the peninsula: water on three sides of the point, yachts sliding past, and the campanile of the old town lit copper as the sun drops. Golden hour is the product here. The food is not. Recent guests describe soggy toasted sandwiches, salads that underwhelm and plates served in throwaway dishes while the drinks arrive in glass, and more than one has been caught out by the ordering app the staff expect you to use from the beds. So the value play writes itself. Skip the bed unless you want a full day of service, lay your towel on the free pebble thirty steps along, swim the same clear water, and walk to the bar at six for one well made cocktail at the water’s edge. You get the entire postcard, the sunset, the old town view and the polish, for the price of a single drink. That trick works almost nowhere else in this guide, and it is the reason we rate Mulini kindly even while quoting its most expensive row.

The beach itself is rock and smoothed pebble arranged in terraces, with a gentle entry that the tourist board recommends for families and water clear enough to count stones at swimming depth. Behind it rises the green cape of the Zlatni rt forest park, so a beach day here can fold in a shaded walk under the pines, and the old town is ten minutes along the coastal path in the other direction. The bar sits at A. Smareglia 1 on Rovinj’s southern waterfront, at the foot of the hotel quarter between the marina and the forest park. There is no parking at the beach itself, so leave the car in the town lots and walk the promenade, an easy ten minutes with the sea beside you the whole way.
